Dr Cheng is now the Consultant of a law firm in Hong Kong, after being its Senior Partner for over 20 years. His areas of practice straddle capital markets, corporate governance, regulatory and compliance.

He has been actively contributing to the community, and is currently a member of the Financial Leaders Forum and a Fellow of the Hong Kong Academy of Finance. Notable past appointments include Chairman of the Education Commission, government-appointed Director on the Board of Hong Kong Exchanges and Clearing Limited, founding Vice-Chairman of the Estate Agents Authority, and appointed member of the Legislative Council.

Mrs Carrie Lam joined the Administrative Service of the Hong Kong Government in August 1980 and rose to the rank of Administrative Officer Staff Grade A1 in September 2006. She became a Principal Official on July 1, 2007 when she was appointed Secretary for Development. She was appointed Chief Secretary for Administration on July 1, 2012.

Before assuming the post of the Chief Executive, Mrs Lam had served the public for more than 36 years in 20 public service positions including Director of Social Welfare, Permanent Secretary for Housing, Planning and Lands (Planning and Lands), Director-General of the Hong Kong Economic and Trade Office in London, Permanent Secretary for Home Affairs, Secretary for Development and Chief Secretary for Administration.

Mrs Lam was elected as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region on March 26, 2017, and was officially appointed to this position by the Central People’s Government on March 31, 2017 to assume office on July 1, 2017.

Mrs Lam is married and has two sons.

Jonathan Dixon is Secretary General of the International Association of Insurance Supervisors (IAIS).

Prior to becoming Secretary General in November 2017, Mr Dixon had a long association with the IAIS, having been a member of the IAIS Executive Committee since 2009 and Chair of its Implementation Committee since 2012. He also chaired the Governing Council of the Access to Insurance Initiative (A2ii), a joint initiative of the IAIS and development partners aimed at strengthening inclusive insurance.

Prior to joining the IAIS, Mr Dixon was Deputy Executive Officer at the Financial Services Board of South Africa, with responsibility for insurance regulation and supervision. He was appointed to this position by the Minister of Finance in 2008. Before that he worked for 10 years for the National Treasury of South Africa on economic and financial sector policy issues.

Mr Dixon has a Master of Science in Economics from the London School of Economics.

Mr Laurence Li, SC is the Chairman of the Financial Services Development Council (FSDC). The FSDC is an advisory body to the HKSAR Government on all matters relating to the development of Hong Kong as an international financial centre. It engages the industry in formulating proposals to promote the further development of the financial services industry of Hong Kong and to map out the strategic direction for the development.

Mr Li’s profession is a practicing barrister. He focuses on banking, commercial, company, and securities law. Prior to being called to the Hong Kong Bar, he served in several positions within the Securities and Futures Commission in Hong Kong and, before that, worked in a law firm in New York.

Mr Li is a Judge of the International Court and Regulatory Tribunal in Doha, Qatar. He is also a Fellow of The Hong Kong Polytechnic University, an Honorary Fellow of the Asian Institute of International Financial Law at The University of Hong Kong, and a Senior Fellow at the Centre for Financial Regulation and Economic Development at The Chinese University of Hong Kong.

Lee Yuan Siong became Group Chief Executive and President of AIA Group on 1 June 2020.

Prior to joining AIA, he was an executive director of Ping An Insurance (Group) Company of China, Ltd. from June 2013, and served as the company's co-CEO and Chief Insurance Business Officer. During his more than 15 years with Ping An, he held several senior management positions including Chairman and CEO of Ping An Life.

Before that he has held a number of senior leadership positions with Prudential plc of the United Kingdom, including President of CITIC-Prudential Life Insurance Company Limited, a life insurance joint venture in Mainland China, and he has significant experience across a number of other Asian markets. He began his career at the Monetary Authority of Singapore.

Lee Yuan Siong has more than 30 years of experience in Asian insurance, having spent his entire professional career in the industry. He served as an Infantry Company Commander in the Singapore Armed Forces from 1983 to 1986.

Lee Yuan Siong is a Fellow of the Society of Actuaries (US) and a Chartered Financial Analyst (US). He serves as board of trustees of the Wealth Management Institute. He holds a Master of Finance degree from the University of Cambridge (1993) and received his Bachelor of Science degree in Actuarial Science from the London School of Economics and Political Science (1989).

He has received multiple awards and honors for his contributions to the development of the Chinese insurance industry, including the prestigious Chinese Government Friendship Award and recognition as one of the 40 Most Influential Foreign Experts in 40 Years of China’s Reform and Opening-up.

Mr Edward (Ed) Moncreiffe is the Chairman of the Hong Kong Federation of Insurers (HKFI) and a Councillor of the Life Insurance Council (LIC). He also serves as a member of the General Committee of the Insurance Complaints Bureau (ICB). Ed is a Governor of Matilda International Hospital, the Chairman of the City Mental Health Alliance Hong Kong, and a Director of the United Nations Environment Programme Finance Initiative (UNEP FI) Principles for Sustainable Insurance.

Ed is the Chief Executive Officer of HSBC Life (International) Limited and HSBC Insurance (Asia) Limited, overseeing HSBC’s insurance business in Hong Kong and Macao.

Since joining HSBC Group in 2005, Ed has served in a variety of senior executive positions across Life, General, Pensions, Distribution, Strategy and M&A, in Europe, Latin America and Asia-Pacific. He holds a BA (Hons) from The University of Durham, a MBA (Hons) from The University of Chicago Booth School of Business, and an Advanced Diploma in Insurance from the Chartered Insurance Institute.

Heiwai Tang is Professor of Economics, as well as Associate Director of the Asia Global Institute, the Institute for China and Global Development and the Hong Kong Institute of Economics and Business Strategy at the University of Hong Kong (HKU). Prior to joining HKU, he was tenured Associate Professor of International Economics at the School of Advanced International Studies (SAIS) of Johns Hopkins University. He is also affiliated with the Federal Reserve Bank of Dallas (U.S.), the Center of Economic Studies and Ifo Institute (CESIfo, Germany), the Kiel Institute for the World Economy (Germany) and the Globalization and Economic Policy Center (U.K.) as a research fellow. He has been a consultant to the World Bank, the International Finance Corporation, the United Nations, and the Asian Development Bank; and held visiting positions at the IMF, Stanford, MIT, Harvard. He is currently an associate editor of the Journal of International Economics, the Journal of Comparative Economics and the China Economic Review. Since 2021, he has served on a on a number of public bodies, including the Currency Board Sub-Committee of the HKMA’s Exchange Fund Advisory Committee and the Minimum Wage Commission in Hong Kong.

Heiwai holds a Ph.D. in economics from MIT and a Bachelor of Science in mathematics from UCLA. His research interests span a wide range of theoretical and empirical topics in international trade, with a specific focus on production networks, global value chains, and China. His research has been published in leading journals in economics, including American Economic Review and Journal of International Economics. His research and opinions have been covered by BBC, Financial Times, New York Times, Al Jazeera, Foreign Policy, South China Morning Post, and various think tanks such as the Brookings Institution and the Peterson Institute for International Economics.

Sally is the Chief Executive Officer of AXA Greater China and is responsible for the management and operations of Hong Kong, Macau and Mainland China.

Sally has extensive management and business development experience in insurance companies covering Asia Pacific Region. She has held a number of senior positions in major insurance companies in Asia, including Hong Kong and Japan.

Prior to joining AXA Hong Kong and Macau in 2018, Sally was with AIA Group for more than 11 years in various senior positions including Regional Director in Financial Planning and Management and Regional Business Development Director. She spent 7 years in Tokyo with Allianz Fire and Marine Japan Ltd as Chief Financial Officer and other senior positions. She started her career in KPMG Hong Kong in 1996.

Sally serves as a member of Industry Advisory Committee on General Business for the Insurance Authority, a Council Member of Motor Insurers’ Bureau of Hong Kong and a member of Market Development Committee for the Financial Services Development Council. She is a member of HKFI Governing Committee Member, a Deputy Chairman of the General Insurance Council (GIC) and a Councillor of the Life Insurance Council (LIC). She is a member of the HKMA Insurance Management Committee, the Hong Kong Academy of Finance, and the Programme Advisory Committee of Executive Master of Science in Insurance at The Hang Seng University of Hong Kong.

Sally is a qualified accountant with CPA Australia and holds a Bachelor degree in Commerce from The University of New South Wales, Australia.

Mr Ma is Senior Partner of a law firm, specialising in conveyancing work. He is Chairman of the Protection of Wages on Insolvency Fund Board, Chairperson of the Travel Industry Authority, and an Independent Director of the Travel Industry Council of Hong Kong.

Mr. Hu Xiao joined China Life Reinsurance Company Ltd. (China Re Life) in 2019 as the Deputy General Manager, and later also served as the Vice Chairman and Chief Financial Officer of China Reinsurance (Hong Kong) Company Limited (China Re HK).

Mr. Hu holds a Master's Degree in Monetary Banking from Nankai University and a First-class Honors Master's Degree in Statistics from the University of Auckland in New Zealand, and is qualified as a Fellow of the Society of Actuaries. Mr. Hu has more than 20 years of experience in the insurance and consulting industry. He has served Ping An Life, AXA Insurance Asia Regional Headquarter, Ernst & Young Consulting (Hong Kong), Manulife-Sinochem Life Insurance. He is familiar with the insurance market in China and Southeast Asia, and has a deep understanding of insurance company’s asset and liability management, risk management and operations. Since joining China Re Life, Mr. Hu has been in charge of business management, product development and pricing, data and information technology, market development and overseas subsidiaries’ preparation and operation and investment management. Closely working with the team, Mr. Hu intensively involved in the start-up of China Re HK, promoted the coordination between domestic and overseas business, and also implemented the “Globalization” strategy of China Re Group.

As Head of Sustainable Capital Markets for Global Markets Asia Pacific, Chaoni leads BNP Paribas’ sustainable finance solutions for corporate, financial institutions and investors with a focus on primary asset finance and securitisation. Working with Global Markets in Asia Pacific and the Bank’s global sustainable finance community, Chaoni drives BNP Paribas’ continued expansion and leadership in Asian sustainable debt capital markets.

Chaoni is an industry veteran with over 15 years of experience in sustainable finance having held various ESG related roles at Natixis, S&P Trucost, MSCI and the United Nations. In addition to her role at BNP Paribas, Chaoni is also deeply embedded in the sustainable finance industry where she is Vice President and Secretary General of the Hong Kong Green Finance Association and a guest researcher of China Economy and Sustainable Development Centre at the Cheung Kong Graduate School of Business.

Chaoni received her Bachelor of Economics from the University of Warwick.

Mr Christopher Hui Ching-yu was appointed the Secretary for Financial Services and the Treasury on 22 April 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.

Prior to his appointment, Mr Hui was the Executive Director of the Hong Kong Financial Services Development Council. He spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He also worked for a number of multi-national companies in the private sector. He started his career as an Administrative Officer in the Government in 1999 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department.

Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

As the Chief Executive Officer of Zurich Insurance (Hong Kong), Eric Hui has over 30 years of experience in the insurance business, and now spearheads all strategic development to drive Zurich’s Life Insurance and General Insurance businesses in Hong Kong and in the Greater China context towards profitable growth.

Chairing The Hong Kong Federation of Insurers (HKFI) in the office term 2020/2021, Eric is currently a Governing Committee Member, a General Insurance Councillor, the Chairman of Task Force on Green Insurance, the Chairman of GIC InsurTech Task Force, and a member of GIC Legal Working Group and Task Force on Policyholders Protection Scheme. Eric is also a member of the Resolution Compensation Tribunal and the Insurance Appeals Tribunal as appointed by the HKSAR Government, among other public roles.

Eric graduated from the Chinese University of Hong Kong with a Master degree and a Bachelor degree in Business Administration, and completed the Advanced Management Program by INSEAD Business School, Fontainebleau.

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development from July 2012 to January 2017.

He was appointed Financial Secretary on 16 January, 2017.

Mr Yiu is a former Chairman and Chief Executive Officer for Mainland China and Hong Kong of an international accounting firm, possessing in-depth knowledge on auditing large banking and financial corporations. He is a government-appointed Director on the Board of Hong Kong Exchanges and Clearing Limited and a member of the Exchange Fund Advisory Committee.

Angel Ng is the Chief Executive Officer (CEO) for Citi Hong Kong and Macau. She was appointed to this position in May 2018 to oversee all the businesses across the Citi franchise in the two markets. The role entails working closely with Citi’s local, regional and global offices to execute the bank’s business strategy and maintaining strong relationships with clients, the public sector, regulators, and governments. Angel is also a member of the Citi Asia Pacific Operating Committee.

Prior to assuming the CEO role, Angel was the Chief Executive and Consumer Business Manager for Citi’s consumer banking operations in Hong Kong. During her tenure, she contributed significantly to driving the digital transformation and cultivating a culture of innovation in the consumer bank.

Angel joined Citi Hong Kong in 1998. She had previously served as the Head of Retail Banking, Head of Wealth Management, and Head of Cards. Prior to Citi, she held a number of senior roles at Procter & Gamble and CLP Power Hong Kong. She started her career with HSBC.

Angel currently serves as a board or committee member of the following organizations: Financial Infrastructure and Market Development Sub-Committee under the Exchange Fund Advisory Committee; Board of Directors of the Hong Kong Science & Technology Parks Corporation; Council of the Treasury Markets Association; Financial & Treasury Services Committee of The Hong Kong General Chamber of Commerce; Corporate Advisory Council of The Hong Kong Securities and Investment Institute; Financial Education Coordination Committee under the Investor and Financial Education Council; Insurance and Financial Services Industry Consultative Network under the Employees Retraining Board; and Council of The Hong Kong Institute of Bankers (Vice President). Angel is also a member of the Hong Kong Academy of Finance.

Angel holds a Bachelor of Business Administration degree from the Chinese University of Hong Kong.

Mr Pou holds a Bachelor of Social Sciences degree in Economics from the Chinese University of Hong Kong. Mr Pou joined the HKMA in 1994 as an Assistant Manager. He was promoted as Manager in 1997, as Senior Manager in 2000 and as Division Head in 2008. Mr Pou has worked in different areas of HKMA’s work including banking supervision, banking policy, banking development, monetary operations and payment system operations. Mr Pou was seconded to The Hong Kong Mortgage Corporation Limited (HKMC) during 2015 to 2018 to oversee HKMC's general insurance business, before taking up the present position on 29 October 2018.

Chibo Tang, Managing Partner of Gobi has been investing in tech startups in China for over a decade. He is Head of Gobi's Greater Bay Area (GBA) practice, and manages the Alibaba Hong Kong Entrepreneurs Fund (AHKEF) for which Gobi is the exclusive General Partner (GP). He has led numerous investments including Airwallex, WeLab, GOGOX, AutoX, Amber Group, Animoca Brands, Prenetics, OneDegree, Urban Revivo, DayDayCook, AQUMON, SHOPLINE, and SandboxVR.

Chibo is recognized in the industry as Silicon Dragon Venture Capitalist of the Year 2017, Top 25 Global Corporate Venturing Rising Star 2019, Top 10 Global Corporate Venturing Emerging Leader 2020, a member of Generation T Asia Tatler Tribe, and is an Advisory Council Member of the Asia Technology Entrepreneurship Conference.

Chibo received his B.A. in Applied Mathematics and Economics from Harvard College, and received his MBA in Finance from China Europe International Business School (CEIBS). Chibo began his career as Strategy Consultant with Monitor Group, focusing on ASEAN and MENA region, then spent time at Robert Bosch as Senior Manager of Corporate Strategy APAC. Chibo joined Gobi Partners in 2009 and is currently a Managing Partner based in Hong Kong.

John is a Senior Advisor of Bowtie Life Insurance Company, a mission-driven life and health insurer in Hong Kong. He shares his strategic insights with the management and helps bring its mission of addressing the health insurance gap in Hong Kong to life. John is passionate about challenging the traditional insurance model and bringing more to the community with insurance that is made simple and affordable through technology.

John is the former Financial Secretary of the HKSAR Government from 2007 to 2017. He is currently the Founder of Esperanza, a non-profit organization, the Host of a weekly music program on Commercial Radio and a fencing coach at La Salle College.

Mr Chan is a practising barrister in commercial litigation. He is currently Chairman of the Competition Commission, Deputy Chairman of the Appeal Board Panel (Town Planning) and formerly Vice-Chairman of the Consumer Council.

Mr Cheung has been the Chief Executive Officer of the Insurance Authority since August 2018 upon retirement from the Administrative Service which he joined in 1983. Senior posts that he took up during this career include Director of the Hong Kong Economic and Trade Office in Singapore from 1998 to 2001, Commissioner of Insurance from 2006 to 2009, Postmaster General from 2009 to 2011, Commissioner of Customs and Excise from 2011 to 2015 and Secretary for the Civil Service from 2015 to 2017. He is currently the Chairman of the Audit and Risk Committee and a member of the Executive Committee of the International Association of Insurance Supervisors. He is also the Chairman of the Asian Forum of Insurance Regulators.

Mr Peter Gregoire joined the Insurance Authority (“IA”) as General Counsel in September 2018. He assisted in formulating the Codes of Conduct for Agents and Brokers, Guidelines, Explanatory Notes and subordinate legislation needed to implement the direct regulatory regime for insurance intermediaries which came into force on 23 September 2019. Since May 2020, in addition to his role as General Counsel, Peter has been serving as the Head of Market Conduct in the IA on a temporary basis.

Prior to joining the IA, Peter was General Counsel of one of the largest international general insurers in Hong Kong with a sizeable agency network for 11 years. He was also a board director of the company. Prior to this, he was a solicitor working for international law firms in which he specialized in insurance law, in both London and then Hong Kong. He has over 20 years of experience in the insurance industry.

Peter has been living and working in Hong Kong since 2003.

Ms Hui joined the IA in June 2017. Prior to this, she worked in the then Office of the Commissioner of Insurance since 1990, covering areas including regulation of insurers and insurance intermediaries, policy development and strategy formulation. At the IA, she oversees the prudential supervision of long term insurers, together with the group-wide supervision framework, Qualifying Deferred Annuity Policies, facilitative measures in response to the COVID-19 pandemic, processing of trial projects on virtual on-boarding and development of the Protection Linked Plan.

Mr Lam joined the IA in June 2017, armed with an extensive management, technical and commercial experience and expertise in general, long term and reinsurance businesses accumulated over 30 years in the insurance industry. Having been the Chief Executive Officer and Regional Chief Operating Officer of multinational insurers and a reinsurer located in Hong Kong, Mainland China, Vietnam and Thailand, he brings strong leadership and stewardship on key market topics and for the growth and development of the general insurance market in Hong Kong.

Bernard Charnwut Chan is a deputy to the National People’s Congress of China, a non-official member of Hong Kong’s Executive Council (2004-09 and from 2012) and (from 2017) the Convenor of the Non-Official Members of the Executive Council. He is also a former member of Hong Kong’s Legislative Council (1998-2008).

A graduate of Pomona College in California, he is the President of Asia Financial Holdings and Chairman of Asia Insurance. He is Chairman of the Hong Kong – Thailand Business Council and an advisor to Bangkok Bank (China) Co. Ltd. He sits on the boards of several local and overseas companies in financial services and is a director of Bumrungrad Hospital Public Company in Thailand.

Among his public service activities, he is Chairperson of the Hong Kong Council of Social Service, Chairman of the Hong Kong Palace Museum Ltd, Chairman of Tai Kwun Culture & Arts Co. Ltd., Chairman of the Executive Committee of the Hong Kong Chronicles Institute and Vice Chairman of the Board of Governors of Our Hong Kong Foundation. Past positions include Council Chair of Lingnan University, Chairman of the Council for Sustainable Development, Chairman of the Antiquities Advisory Board, Chairman of the Advisory Committee on Revitalisation of Historic Buildings and Chairman of the two Standing Committees on Disciplined Services and Judicial Salaries and Conditions of Service. He is also a Trustee Emeritus of Pomona College.

He was appointed a Justice of the Peace in 2002, and a Commander (3rd Class) of the Most Noble Order of the Crown of Thailand in 2004. In 2006, he was awarded the Gold Bauhinia Star by the Hong Kong SAR Government, and in 2020 he received Hong Kong’s highest honor, the Grand Bauhinia Medal. He has been conferred honorary degrees from Lingnan University, City University of Hong Kong, the Open University of Hong Kong and Savannah College of Art and Design.
