Event Highlights

Opportunities and Challenges in
the Post-pandemic New Normal

Go to programme
Greater Bay Area (GBA)
Development

In May 2020, four financial regulators in the Mainland jointly promulgated the “Opinion on Providing Financial Support for the Development of the GBA”, paving way for Hong Kong insurers to set up after-sales service centres and launch innovative cross-boundary insurance products in the GBA. This initiative will help accelerate “domestic circulation”, facilitate the flow of service and information, and open up exciting frontiers for the local insurance industry.

Captive
Domicile

Captive insurance constitutes a driving force for “international circulation”, since it gels well with the role the Mainland authorities assigned to Hong Kong as the risk management centre for the Belt and Road Initiative (BRI). In March 2021, to harness the growing demand for intra-group risk assessment and mitigation among Mainland state-owned enterprises and private sector conglomerates, multinational conglomerates and local corporates, legislative changes were introduced to expand the scope of insurable risks by captive insurers in Hong Kong. Coupled with a 50% concession on the profits tax rate, Hong Kong is catching up as an attractive domicile.

Insurance-linked
Securities (ILS)

As an international financial centre, with free flow of capital, a sophisticated capital market with ample liquidity, a sound legal system, and a wealth of talent in insurance and financial services, Hong Kong is in a strong position to become the preferred ILS domicile. The Central Government has also indicated its support for Mainland insurers to issue catastrophe bonds in Hong Kong. A bespoke regulatory framework for the issuance of ILS in Hong Kong and the Government’s two-year Pilot ILS Grant Scheme are in place to facilitate a self-sustaining ecosystem of ILS business activities in Hong Kong.

Reinsurance and Specialty Insurance

Reinsurance and specialty insurance are crucial elements for the comprehensive development of the insurance industry and Hong Kong as a global risk management centre and super-connector in the Belt and Road Initiative. Notable incentives in this respect are the preferential treatment accorded by the China Banking and Insurance Regulatory Commission, whereby Mainland insurers ceding business to qualified local reinsurers can enjoy lower capital requirements and profits tax concessions for onshore and offshore risks written by reinsurers in Hong Kong.

Green and Sustainable Finance

Climate change is widely recognised as the biggest peril for humankind and one of the highest priorities of environmental, social and governance. The insurance industry has multiple roles to play as risk managers and institutional investors regarding data modelling, impact investment, corporate disclosure and cultivating awareness. Financial regulators in Hong Kong have joined hands with the Government to co-ordinate the management of climate and environmental risks in the financial sector to accelerate the growth of green and sustainable finance in Hong Kong.

InsurTech

Insurtech is now becoming an area of great interest for the insurance industry, given its potential to tap underserved client segments, offer a value proposition, elevate the customer experience, and deepen financial inclusiveness. Immediate priorities include the importance of Open API and e-KYC, particularly in the context of connectivity within the Greater Bay Area and awareness of Regtech.

2020 Highlights

Actually we can see that people in the industry are realizing their vulnerability in times of crises. Therefore, they are more aware and ready to manage risk by taking out insurance. So that give the industry more opportunities.

Dr the Hon Moses Cheng Mo-chi

GBM, GBS, JP

Chairman

Insurance Authority

Now there is a real opportunity, I think, for the insurance sector to demonstrate the social role of insurance to build back better and to put issues like climate risk and the protection gap front and centre as we go forward.

Mr Jonathan Dixon

Secretary General

International Association of Insurance Supervisors

Insurtech is already shaping us as a game-changer. It will put us in position to take advantage of the new markets that are going to open up with the Greater Bay Area initiative.

The Hon Bernard Charnwut Chan

Hong Kong has excellent potential ahead for Insurtech development because the insurance industry has embraced digital transformation successfully and wholeheartedly.

Dr George Lam

I think COVID has two sides – short-term challenges in terms of business growth, but ultimately long-term benefits for the insurance industry as a whole. It is really up to us to focus now on recovery and building resilience.
