Mr Yiu took up the Chairmanship of the Insurance Authority (IA) since December 2021. He has been a member of the IA Board since its inception in 2015. Mr Yiu was the Chairman and Chief Executive Officer for Mainland China and Hong Kong of KPMG, possessing in-depth knowledge on auditing large banking and financial corporations. He was also a government-appointed Director on the Board of Hong Kong Exchanges and Clearing Limited. Mr Yiu has been actively promoting the financial services sector of Hong Kong and is currently a member of the Exchange Fund Advisory Committee and a director of the Hong Kong Academy of Finance. He is also a government-appointed Board member of the Hong Kong Airport Authority.
The Honourable John LEE Ka-chiu

Mr John Lee was born in 1957. He joined the Hong Kong Police
Force in 1977 as a Probationary Inspector of Police and was
promoted to Deputy Commissioner of Police in 2010. He served
in a variety of posts in the Force, including Assistant
Commissioner (Crime), Director of Crime and Security and
Deputy Commissioner (Management). He holds a Master's degree
of Public Policy and Administration from Charles Sturt
University in Australia.
Mr Lee was appointed
Under Secretary for Security in 2012 and Secretary for
Security in 2017. During his service in the Security Bureau,
he was responsible for the formulation of security policies
covering law and order, immigration and customs control, fire
and emergency rescue services, correctional services,
government flying services and other areas. He also oversaw
and coordinated the work of six disciplined services
departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for
Administration in 2021. Apart from assisting the Chief
Executive in policy administration, Mr Lee was also
responsible for supervising the work of nine policy bureaux,
harmonising the work which straddled across different bureaux
and departments, as well as promoting a good relationship
between the Executive Authorities and the Legislature.
Mr Lee won the Chief Executive Election of the
Hong Kong Special Administrative Region on 8 May 2022, and was
appointed as the sixth-term Chief Executive by the Central
People's Government on 20 May 2022. Mr Lee assumed office on 1
July 2022.
Mr Jonathan DIXON
Secretary General
International Association of Insurance Supervisors (IAIS)
Jonathan Dixon is Secretary General of the IAIS, with effect
from 3 November 2017.
Prior to becoming Secretary
General, Mr Dixon had a long association with the IAIS, having
been a member of the IAIS Executive Committee since 2009 and
Chair of its Implementation Committee since 2012. He also
chaired the Governing Council of the Access to Insurance
Initiative (A2ii), a joint initiative of the IAIS and
development partners aimed at strengthening responsible and
inclusive insurance.
Prior to joining the IAIS, Mr
Dixon was Deputy Executive Officer at the Financial Services
Board of South Africa, with responsibility for insurance
regulation and supervision. He was appointed to this position
by the Minister of Finance in 2008. Before that he worked for
10 years for the National Treasury of South Africa on economic
and financial sector policy issues.
Mr Dixon has a
Master of Science in Economics from the London School of
Economics.

The Honourable Mrs Laura M. CHA

Hong Kong Exchanges and Clearing Limited
Mrs Laura M. Cha is Senior Advisor to the Board of Hong Kong
Exchanges and Clearing Ltd (“HKEX”), where she served as
Chairman from April 2018 to April 2024. She is also Chairman
of HKEX’s International Advisory Council and Mainland China
Advisory Group.
Mrs Cha currently serves as an
Independent Non-Executive Director of Ant Group Co. Ltd. and
is a member of the Hong Kong-United States Business Council.
She is a director of the board of the Bretton Woods Committee
in Washington, a trustee of the Rockefeller Foundation, and a
member of Sotheby’s International Advisory Board. In addition,
she is Vice Chairman of the International Advisory Council of
the China Securities Regulatory Commission.
Mrs Cha
became the first, and to-date, the only person outside
Mainland China to join the Central Government of the People’s
Republic of China at the vice-ministerial rank when she was
appointed as Vice Chairman of the China Securities Regulatory
Commission (“CSRC”) in January 2001. She served in that
position until 2004. Prior to that, Mrs Cha practiced law in
the US and in Hong Kong. She worked her way through the ranks
at the Securities and Futures Commission (“SFC”) in Hong Kong
from 1991 to 2000, becoming its Deputy Chairman in 1998.
Mr Jad ARISS

Jad Ariss was appointed Managing Director of The Geneva
Association by its Board of Directors, effective 1 March 2019.
Before The Geneva Association, Jad spent 24 years
with AXA Group, most recently as Head of Public Affairs and
Corporate Responsibility. Prior to that, he was Chief
Executive Officer (CEO) of AXA Middle East & Africa, leading
the company’s operations across 14 countries. Jad joined AXA
in 1995 as Chief Financial Officer of AXA Global Risks. In
1999, he became Group Head of Investor Relations. From
2001-2015 Jad worked for AXA France in several leadership
roles, including Corporate Secretary, Human Resources
Director, CEO of AXA Entreprises (AXA France’s division for
commercial lines) and Deputy CEO of AXA France.
Jad started his career as a consultant at McKinsey
& Company, where he specialized in financial services. He is a
graduate of the HEC Business School in France and holds an MBA
degree from the Wharton School of the University of
Pennsylvania.

Andrew N. Mais, Connecticut’s 33rd Insurance Commissioner
serves as the 2024 National Association of Insurance
Commissioners (NAIC) President. Mais also serves on various
NAIC and International Association of Insurance Supervisors
(IAIS) committees and task forces.
Mais has led
discussions in several forums on race, diversity, and
inclusion at the state level and within the insurance industry
and in insurance practices.
Mais previously was a
member of Deloitte’s Center for Financial Services. Prior to
that, he was a Director at the New York State Insurance
Department.
Mais has dedicated much of his life to
public service including serving on numerous councils in his
hometown of Wilton, Connecticut.
Mr Jeferino dos SANTOS

Bermuda Monetary Authority
Jeferino dos Santos is the Chief Actuary at the Bermuda
Monetary Authority (BMA), since 2022. He leads a team that
provides P&C and Life actuarial support to the BMA.
Prior
to his current role, Jeferino was the Deputy Director for the
P&C Actuarial. He joined the BMA in 2015.
Jeferino
is a member of the Capital, Solvency & Field Testing Working
Group at the International Association of Insurance
Supervisors and leads the workstream for Internal Models for
the Insurance Capital Standard.
Previously,
Jeferino worked at AXA Mediterranean and Latin America from
2010 to 2015. He was the Head of P&C Risk Modelling
(2000-2010) and subsequently worked as Head of Reserving
(2014-2015).
Jeferino began his career at Allianz
Portugal (2000-2010) as an Actuary, where he was responsible
for Reserving, Capital modelling, ALM, and Reinsurance.
He
has also been a guest lecturer for post-graduate programmes in
Portugal and Spain.
Ms Suzanne SMITH

Suzanne Smith was appointed Executive Board Member of
Australian Prudential Regulation Authority (APRA) on 31
October 2022, responsible for the general insurance, life
insurance and private health insurance sectors.
She
joined APRA in March 2019 initially as General Manager for
Superannuation and then Executive General Manager for the
Specialised Institutions Division. In December of that year,
she was promoted into the Executive Director role with
responsibility for the prudential supervision of
superannuation funds licensed under the Superannuation
Industry (Superannuation) Act 1993.
Prior to
joining APRA, Suzanne’s career included senior roles across
the superannuation and financial services industry in areas
including life insurance, funds management, asset servicing,
alternative investments, wholesale banking and property.
Immediately prior to joining APRA, Suzanne held
the role of Chief Customer Officer Group Insurance at MLC Life
Insurance. She has also held several senior roles within NAB,
including acting as a director and Chairman of a NAB
Subsidiary Board from 2011 to 2015.
Suzanne holds a
Bachelor of Business with distinction (Property), a Masters of
Applied Finance, and is a graduate of the Australian Institute
of Company Directors.

He was previously Our
Hong Kong Foundation (OHKF)’s Senior Vice President and

He earned his Bachelor of
Arts in Economics from the University of Chicago, Master of
Arts from Yale University, and Doctor of the Public
Administration from the University of Hong Kong. He held
managerial roles with several global financial institutions,
including as Executive Director at UBS (London) and Managing
Director at Royal Bank of Scotland (Asia).
He held
a number of public service positions, including member of the
Board of the Financial Services Development Council and the
Urban Renewal Authority.
Professor K C Chan

Professor Chan is the Chairman of WeLab Bank and Senior
Advisor of WeLab, a leading fintech company in Asia with one
of the first virtual banks established in Hong Kong.
Professor Chan was appointed as Secretary for
Financial Services and the Treasury of the Government of the
Hong Kong Special Administrative Region from July 2007 to June
2017. Prior to that, he was Dean of Business and Management in
the Hong Kong University of Science and Technology (HKUST). He
is currently Adjunct Professor at HKUST Business School.
Professor Chan received his bachelor's degree in
economics from Wesleyan University and his M.B.A. and Ph.D. in
finance from the University of Chicago. He specialised in
assets pricing, evaluation of trading strategies and market
efficiency and has published numerous articles on these
topics.
In the past, Professor Chan held a number
of public service positions including Chairman of the Consumer
Council, Director of the Hong Kong Futures Exchange, member of
Competition Commission, Non-Executive Director of The Hong
Kong Mortgage Corporation Limited, and Member of the
Commission on Strategic Development, Commission on Poverty,
the Exchange Fund Advisory Committee, the Hang Seng Index

Fiona Harris joined as the Managing Director of Bupa Hong Kong
in October 2023, bringing with her over 30 years’ experience
in healthcare and health insurance.
In her role,
Fiona leads Bupa Hong Kong to deliver Connected Care, bringing
together health insurance and health services as one team,
purely dedicated to support every customer to achieve their
best health outcome. As the only specialist health insurer
owning an extensive network of clinics, diagnostic and imaging
centres, and a laboratory, she is focused on ensuring the
customer experience is seamless and supported digitally
through Blua Health, Bupa’s leading healthcare app.
Prior
to this role, Fiona was the Chief Finance Officer, Bupa
Insurance Limited, Bupa’s UK Domestic and International Health
Insurer. She has an exceptional record in transformation and
commercial leadership. She has held senior leadership roles
across Bupa’s UK insurance businesses and Bupa’s corporate
centre.
Prior to the move to Hong Kong, Fiona was
an executive member of the Bupa Insurance Limited Board and
Chair of the Investment Committee. She was also joint Chair of
the Association of British Insurers Health and Protection
Committee and a Director of the Bupa Pension Scheme
Trustee.
Fiona has a graduate diploma in Statistics
with Economics and Econometrics from The Royal Statistical
Society. She is a Non-executive Director of Lockton Companies
LLP in the UK.
Ms Alpha Lau

The Government of the Hong Kong Special Administrative Region
Ms Alpha Lau has been Director-General of Invest Hong Kong,
the government department responsible for attracting and
facilitating direct investment into Hong Kong, since November
2023.
She serves on the government’s Trade and
Industry Advisory Board, International Business Committee,
Expert Advisory Group on Legal and Dispute Resolution
Services, Air Silk Road Task Force, Hong Kong Maritime and
Port Board, Market Development Committee of the Financial
Services Development Council, Task Force on Promoting and
Branding Hong Kong, Mega Events Coordination Group, Task Force
on Promoting Web3 Development, and on the Task Force on
External Relations.
Prior to joining the
government, Ms Lau held various senior roles in multinational
and Chinese financial institutions, with experience in
personal wealth and corporate coverage, risk management,

Professor Ma was born and educated in Hong Kong. He graduated
with a Bachelor of Arts (Honours) degree from the University
of Hong Kong in 1973 majoring in economics and history. Since
graduation, he had taken up different major positions of
various local and overseas banks, financial institutions and
major companies, including Chase Manhattan Bank, Royal Bank of
Canada Dominion Securities, Kumagai Gumi (HK) Limited, JP
Morgan Chase and Pacific Century Cyberworks Limited. He has
rich experience in banking and financial sector.
In 2002, he joined the Hong Kong SAR Government as
the Secretary for Financial Services and the Treasury and
assumed the post of Secretary for Commerce and Economic
Development in 2007. He resigned from the Government in July
2008 due to medical reasons.
Professor Ma is the
Chairman of FWD Group Holdings Limited, and was the former
Chairman of MTR Corporation Limited. He is currently an
Independent Non-Executive Director of Bank of China (Hong
Kong) Limited, COSCO Shipping Holdings Co., Ltd. and Unicorn
II Holdings Limited. He is also a member of the International
Advisory Council of China Investment Corporation and
Investcorp.
Since 2011, Professor Ma is a
Permanent Honourable President of Hong Kong Special Schools
Council. He is also an Honorary Professor of the Business
School at the University of Hong Kong and the Faculty of
Business Administration at the Chinese University of Hong
Kong. He was conferred the Honorary Doctor of Social Sciences
by Lingnan University and City University of Hong Kong in 2014
and 2016 respectively. From 2017 – 2020, he was the Council
Chairman of The Education University of Hong Kong.
In March 2023, Professor Ma was appointed as a
member of the Chief Executive’s Council of Advisers. He was

Edward (Ed) Moncreiffe is Chief Executive Officer, Global
Insurance. Based in Hong Kong, he oversees the HSBC Group’s
insurance business, with life insurance companies in Hong

Malta, Bermuda, Mexico and Argentina, as well as insurance
distribution units in 27 markets.
Ed has been with
the HSBC Group for 18 years during which time he has held a
number of leadership roles, including Head of Life and
Pensions Brazil, Global Head of Retail Insurance and Global
Head of Insurance Strategic Partnership. Prior to his current
role, Ed was Chief Executive Officer of HSBC Life Hong Kong
and Macau for 7 years.

stage. He is the Chairman of the Board of Governors of the
Matilda International Hospital, and a former Chairman of the

United Nations Environment Programme Principles for

Mr Philip WITHERINGTON

Phil Witherington is President & Chief Executive Officer of
Manulife Asia and has been a member of Manulife’s Executive
Leadership Team since 2018. He oversees Manulife’s
fast-growing Asia franchise, which includes operations in Hong
Kong and Macau, mainland China, Japan, Singapore, Vietnam,
Indonesia, the Philippines, Malaysia, Cambodia, and
Myanmar.
Before his current role, Phil served as
Chief Financial Officer at Manulife starting in 2018 where he
managed the company’s global financial affairs, and
successfully led the implementation of IFRS 17 and IFRS 9.
Phil joined Manulife in 2014 as Chief Financial Officer of
Manulife Asia and served as its Interim President & Chief
Executive Officer in 2017.
With over 25 years of
experience in insurance and financial services, Phil has
worked in both developed and emerging markets within Asia and
globally. Prior to joining Manulife, he led finance for the
Retail Banking and Wealth Management business at HSBC in Asia
Pacific and served as the Deputy Regional Chief Financial
Officer for its Asian insurance businesses. He was also Vice
President of Finance at AIA, in Hong Kong and spent a decade
with KPMG in London and Hong Kong, specializing in financial
services audit and advisory services, focusing particularly on
life insurance clients.
Phil holds an Executive MBA
jointly awarded by the University of Edinburgh Management
School (United Kingdom) and the École Nationale des Ponts et
Chaussées (Paris, France). He is a Fellow of the Institute of
Chartered Accountants in England & Wales (FCA) and the Hong

Mr Cheung has been serving as the Chief Executive Officer of
the Insurance Authority since August 2018 after retirement
from the Administrative Service. Senior positions that he held
in the Government include Commissioner of Insurance
(2006-2009), Postmaster General (2009-2011), Commissioner of
Customs and Excise (2011-2015), and Secretary for the Civil
Service (2015-2017).
At the global and regional
levels, Mr Cheung is a member of the Executive Committee of
the International Association of Insurance Supervisors and
Chair of its Audit and Risk Committee, an incumbent member and
former Chairman of the Asian Forum of Insurance Regulators
(2018-2023), as well as a member of the Professional Advisory
Board set up by the Asian Institute of International Financial
Law at the University of Hong Kong.
Mr Clement LAU Chung-kin

Mr Lau has over 20 years of experience in public
administration and financial regulation. Before joining the
Insurance Authority in January 2024, he had held senior
positions in the Hong Kong Monetary Authority (HKMA) and the
Government of the Hong Kong Special Administrative Region
(HKSAR). Mr Lau took charge of various subject matters
including monetary management, financial stability, retail
payment regulation, offshore renminbi business as well as
corporate development while he was with the HKMA. His service
as an Administrative Officer in the HKSAR Government covered a
wide range of policy areas including health and welfare,
district administration, higher education, transport and
tourism.
Mr Lau holds a bachelor's degree in
finance and a master's degree in economics, both from The
University of Hong Kong.
Mr LEE Moung-mo

Mr Lee joined the Insurance Authority (IA) as Associate
Director of the General Business Division in May 2018. Prior
to this, he worked in a credit rating agency for 17 years
being responsible for the ratings assigned in Asia. While he
was working in the credit rating agency, he was a frequent
speaker and panelist to many insurance conferences and
seminars. Mr Lee has deep knowledge of different financial
markets in Asia and a strong passion for realising the social
value of insurance. He received his bachelor’s degree in
economics from Chung Ang University and his master’s in
economics from Seoul National University.
Mr Lee is
also heading up the Technical Expert Team in the IA.
Mr Marty LUI Yu-kwok

Mr Lui joined the Insurance Authority in 2017. He has over 25
years of experience in the field of insurance and retirement
fund supervision. He started his career as a regulator in 1995
with the then Office of the Commissioner of Insurance (OCI)
supervising property and casualty insurers. He subsequently
joined the newly established Mandatory Provident Fund Schemes
Authority (MPFA) in 1999 and held various positions within the
MPFA for nine years including supervision of retirement pooled
funds, investment regulation, and policy development work.
Before he rejoined the OCI in 2010 to take up international
liaison duties, he held a compliance role with an
international life insurer.
Mr Lui holds a Master
of Business Administration degree from the Hong Kong

Ms Maria TSUI Man-yee

Ms Tsui joined the Insurance Authority as a Senior Legal
Counsel in April 2019 before being appointed as the Head of
Enforcement in April 2021 where she oversees all enforcement
related matters. Prior to this, she has worked at
international and local law firms in Hong Kong and overseas,
insurance company and the HKEX.
Ms Tsui is a
qualified solicitor having gained international and local
legal experience on insurance and contentious matters.
Mr Alan WU Wai-kuen

Insurance Authority
Mr Wu is an Associate Director in the Conduct Supervision Division of the Insurance Authority (IA). He assisted in implementing the regulatory regime for insurance intermediaries and formulating the conduct supervisory framework for insurers. Before joining the IA in 2017, Mr Wu has worked with the former Officer of the Commission of Insurance for more than 5 years. Prior to this, he was an auditor working for an international accounting firm in which he specialized in providing assurance services to insurance sector.
