The Honorable Chan is currently a member of the Legislative Council (Insurance) of the Hong Kong Special Administrative Region. He is also the Chairman of the Finance Committee of the Legislative Council and the Vice Chairman of The Independent Police Complaints Council.

Hon Chan has extensive experience in the banking and insurance industry. He is an Associate of the Chartered Insurance Institute of the UK and had served as the CEO of Munich Reinsurance Company (Hong Kong Branch). Prior to this position, he had served Hang Seng Bank for more than 30 years, was the Assistant General Manager and Head of Insurance Group of Hang Seng Bank. Hon Chan had also served as the Chairman of the Chinese Insurance Association of Hong Kong and Chairman of the Hong Kong Federation of Insurers.
